Certification

Wayne State University's College of Education is approved by the Michigan Department of Education for the following areas: Teacher Certification (alternative route, experimental, and traditional), School Administrator Certification (traditional), Special Education Administrator Approvals, School Counselor License, and School Psychologist Certification. The following menu items address Administrator and Teacher certification and Special Education Administrator approval processes. School Counselor licenses and School Psychologist certificates are completed in the graduate program.

Michigan Administrator Certificate

  • Initial Certification

    The Michigan Department of Education issues an Administrator Certificate with two basic endorsements: Elementary and Secondary Administrator K-12 (requires a master's from an accredited institution and completed coursework in educational leadership and administration from an approved administrator preparation program) and Central Office Administrator.

    The following courses are the approved academic requirements for the endorsements listed below, beginning with the spring/summer 2016 semester. Returning students following any interruption of three or more semesters of continuous enrollment must meet all current requirements. In such cases, additional coursework may be required to meet current state Standards for Principals and Central Office Administrators.

  • Elementary and Secondary Administrator K - 12 Endorsement Requirements

    23 Semester Hours

    Initial certification as an Elementary and Secondary Administrator K-12 may be completed as part of a master's program or as part of an Education Specialist Certificate program. However, the applicant may not be recommended until the master's has been awarded. Degree completion requires additional coursework. Following admission to the program, the student should meet with their advisor during the first semester to complete a Plan of Work.

  • Renewal of the Administrator Certificate

    The Administrator Certificate is renewed directly through the Michigan Department of Education. Renewal of the certificate requires completion of the following:

    • Six semester hours at any four-year or community college listed in the Directory of Michigan Institutions of Higher Education.*
    • 150 State Continuing Education Clock Hours (SCECHs). An administrator who holds a valid Michigan Professional Education teaching certificate shall be considered as meeting this continuing education requirement.

    Note: Semester credits or SCECHs (formerly SB-CEUs) must have been completed within the five-year period preceding the date of application and after the issue date of the previous certificate.

    *Credits completed at approved out-of-state four-year EPI are also acceptable.

  • Applying for the Administrator Certificate

    The application for the Michigan School Administrator Certificate is online through the Michigan Online Educator Certification System (MOECS) and should be submitted the semester in which requirements are completed. For candidates that meet the requirements listed above, complete the online application through MOECS.

    Please Note: If you already have a Michigan Education Information Systems (MEIS) account, you do not need to create a new login name and password. You can login to MOECS using the login name and password associated with your MEIS account.

    Assistance is available during regular business hours but not during evenings, weekends, and state government holidays.

  • Special Education Administrator Certification

    Special Education Administration: Director and Supervisor of Special Education Approval

    Our Special Education Administration program is a post-master's program completed as part of the requirements for the Education Specialist Certificate in General Administration and Supervision, leading to full approval as a director of special education or as a supervisor of special education.

  • Admission Requirements for Special Education Administration
    1. A master's degree or higher from an accredited institution.
    2. A master's cumulative GPA of 3.40 or higher.
    3. Michigan special education teaching endorsement, full approval in at least one area of special education, school psychologist certification or credential for other professional personnel, under 340.1792 of the Michigan Administrative Rules in Special Education (MARSE).

  • Approval for Director of Special Education Program

    Course Requirements
    30 semester hours

    The following coursework must be completed post-master's. The courses are part of our Educational Specialist Certificate in General Administration and Supervision. Additional courses are required for the Specialist Certificate. Following admission to the program, the student should meet with their advisor during the first semester to complete a Plan of Work.

  • Approval Process for Director of Special Education

    Applications for approval are initiated by an employer with verification of the applicant's certification and experience requirements by an intermediate school district or regional education service agency. Wayne State, as the education preparation institution, verifies program admission, enrollment and completion of academic requirements for the appropriate approval.

  • Temporary Approval for Director of Special Education

    For temporary approval through Wayne State, a director of special education shall possess the following qualifications:

    • A master's degree or higher.
    • Full approval in at least one area of special education.
    • Three years of successful professional practice and/or administrative experience in education.
    • Enrollment in and completion of 12 semester hours of graduate credit in the Special Education Administration program appropriate for director approval, verified by the university.

    Note: Continuation of temporary approval is dependent upon the satisfactory completion of at least six semester or equivalent hours of required credit toward full approval before the beginning of the next school year.

  • Full Approval for Director of Special Education

    For full approval through Wayne State University, a director of special education shall possess the following qualifications:

    • A master's degree or higher.
    • Full approval in at least one area of special education.
    • Three years of successful professional practice and/or administrative experience in special education.
    • Completion of 30 semester hours of graduate credit in the Special Education Administration program appropriate for director approval, verified by the university.
  • Approval for Supervisor of Special Education Program

    Course Requirements
    18 semester hours

    The following coursework, part of the Educational Specialist Certificate in General Administration and Supervision, must be completed post-master's. Additional courses are required for the specialist certificate. Following admission to the program, the student should meet with their advisor during the first semester to complete a Plan of Work.

    • Three years of successful professional practice and/or administrative experience in education.
    • Verification by Wayne State University of Admission to and enrollment in the supervisor of special education preparation program, verified by the university.

    Note: Continuation of temporary approval is dependent upon the satisfactory completion at least six semester or equivalent hours of required credit toward full approval before the beginning of the next school year.

  • Full Approval for Supervisor of Special Education

    For full approval through Wayne State University, a supervisor of special education shall possess the following qualifications:

    • A master's degree or higher.
    • Full approval in at least one area of special education.
    • Three years of successful professional practice and/or administrative experience in special education.
    • Completion of 18 semester hours of graduate credit in the Special Education Administration program appropriate for supervisor approval, verified by the university.
